Bilbray then asked the head of ICE to conduct the audit. ICE agents arrived at the hotel in April -- despite ICE's written policy not to intervene in labor disputes. I lived in the hotel for more than two years, so I became very familiar with the working conditions there. And, I live in Emeryville, and voted for the Living Wage law in question in the dispute.
